The former director of safety and security for Connecticut’s Department of Veterans Affairs (DVA) says he was forced to retire from his position under threat of termination and losing his medical benefits after the department claimed he violated state ethics laws by asking maintenance personnel to do small contracting jobs at his home, contrary to a determination of the Office of State Ethics.

Stephen Scatena, a former long-time Meriden police officer turned state employee, says officials threatened to terminate him and take away any retirement medical coverage for Scatena and his wife if he did not voluntarily sign a stipulated agreement by April 9, 2025, roughly two months before the OSE issued their finding.

“Just spoke with [DVA Labor Relations Specialist Andrew] Kaeser,” Scatena’s attorney, Margaret Sheahan wrote in an April 3 email, “according to him, if you retire without signing the agreement, you won’t get your retiree medical. I’ve asked him to point me to where that is provided. I thought you had been told discharge would not affect your benefits.”

Although Kaeser eventually conceded Scatena would not lose his medical benefits, Scatena says the threat and uncertainty surrounding the department’s push for termination pressured him into signing the agreement under duress.

“The frame of mind I was in there at that time, I signed the paper,” Scatena said in an interview. “They’re the epitome of bullies. They’re playing with people’s lives, and that is not right.”

According to an internal human resources investigation, in February of 2025, an anonymous allegation was made that Scatena “had solicited, and received, licensed work from DVA Maintenance staff to be completed at his private residence on multiple occasions.”

According to the investigation findings – and confirmed by Scatena during his responses to the Loudermill hearing – Scatena did ask licensed maintenance workers at the DVA to perform work on his private residence during their off hours, including fixing a light switch and HVAC work, both of which were completed by those employees and for which they were paid by either check or cash.

Scatena had reportedly approached another employee, Rob Eldredge, about redoing the wood floors at his home because he thought the employee “did good work,” but that Eldredge declined, and the work was never done. Eldredge was the first interviewed by the HR investigator and claimed that Scatena approached him multiple times about doing work on his home, but Eldredge never “explicitly said no to Scatena’s request because he felt fear of retaliation,” according to the investigation.

Eldredge went on to claim that Scatena was a “bully” who enjoyed making people’s lives miserable and was having security staff watch him via security cameras, “as retaliation for not completing the work at his residence.”

In his Loudermill response, Scatena alleged that Eldrege had faced several issues regarding his work and was “angry” about two incidents in which DVA security had stopped him over his use of a state vehicle at a high rate of speed, including one incident that saw an air conditioner fall off the back of a truck onto the public road.

The two employees who did the work were interviewed by the investigator; one indicated the thought had “crossed his mind” that he could face “retaliation” by Scatena if he declined to do the work, but had no personal experience to support that concern other than what he was told by Eldredge; the other employee expressed no such concerns, but the investigator noted he was a “very new employee.”

Plant Facilities Engineer Paul Berger also alleged “overall fear of retaliation” for his staff, that “Scatena has his staff do his dirty work for him so he can keep his name out of it,” and that one employee even had “panic attacks due to their treatment by Scatena.” While Scatena had asked Berger about doing some side work for him, Berger never did.

Some of Berger’s allegations appeared to be tied to disputes between DVA security and maintenance personnel over the placement of security cameras that maintenance staff were covering up due to privacy concerns, and removal of urinal that was “out in the open” and drained into the Connecticut river, which was a “health code violation,” according to Scatena’s Loudermill responses. These issues resulted in maintenance staff writing “multiple negative emails” about Scatena, “alleging we were picking on them,” Scatena wrote in his responses.

The HR investigation, however, determined that Scatena had violated several sections of the DVA code of ethics, including adhering to the state code of ethics, behaving in a “professional, ethical, responsible manner,” and a prohibition on fighting, harassment, threatening, and intimidation. They furthermore determined Scatena had violated the state code of ethics prohibition on gifts over $100 and using their position for financial gain, even though Scatena had paid the employees for their work, and it was during their weekends off.

Scatena and his attorney denied that he had violated any of the ethics code, arguing that Scatena, as director of safety and security, was not the supervisor of any of the maintenance employees. Scatena also provided evidence, which included checks made out to one employee who performed the private work and text messages showing their interactions to schedule the work.

Scatena argued that he paid more than prevailing wage rates for the work, and that allegations maintenance staff were fearful of him did not align with social interactions between maintenance staff and himself, and that he never violated any state policies or statutes.

Nevertheless, under the threat of possibly losing his benefits and being terminated, Scatena signed the stipulated agreement that says he cannot file a CHRO complaint or lawsuit and retired in April of 2025 – two months before the Connecticut OSE issued their confidential finding that Scatena had not violated the state code of ethics.

“The evaluation was conducted to ascertain whether there was probable cause to believe that Stephen Scatena violated General Statutes 1-84 (c) of the Code of Ethics for Public Officials by using his state position to obtain personal financial gain,” Ethics Enforcement Officer Mark E. Wasielewski wrote in his June 10 letter. “We have concluded the evaluation and have determined that there is insufficient evidence to support a finding that Mr. Scatena violated the Code of Ethics.”

Scatena worked for the DVA for twenty years and was made director of safety and security in 2018, according to state records, and has thus far received only his first pension payment. DVA Deputy Commissioner Joseph Danao said the department could not offer comment as this is an employee matter.

“They sent it over to the state ethics and they cleared me,” Scatena said. “I did nothing wrong.”

  1. Oh well Deputy Commissioner Joseph Denao is the center of the problem , the good relationship he has with Debora Cronin which she is a secretary for Maintenance department , she got fired from DOT and somehow she was rehired from DVA as a maintainer and she became office assistant and she got fired from DVA for 2 months fir having a relationship with a veteran resident
Somehow Joe Denao got her back in and she got another upgrade as office assistant 2 mire money , she was so pis off at Steve Scatena because he did the perfect investigation found her wrong, but still Joe Denao at that time the director of project second in charge in that Agency got her in
The new HR Bethanne she is so afraid to do her job
She listen to Joe Denao whatever he says she’ll do it
That’s why chief Scatena is forced out
Just because Debora Cronin and Joseph Denao old grouch
And so many more for Joseph Denao
    Very unprofessional
    He needs a deep investigation

    1. Yes, this is the real Mario Agosto Jr. Yes, I was an employee there three years ago please stop using my name. Why you can’t use your your name gotta use mine cause you’re a coward later.

  2. Urgent Call for Investigation into DVA’s HR Practices and Ethical Misconduct.
The recent wrongful termination of an employee (and others) at DVA highlights serious concerns regarding the organization’s ethical standards and HR practices. The circumstances surrounding this individual’s dismissal strongly suggest a pattern of power abuse and manipulation within the Human Resources department.

It appears that HR may have deliberately targeted this employee, leveraging their authority and position in a manner that can only be described as unethical and potentially unlawful. Furthermore, there’s abuse of FMLA policies that are being abused by some employees which HR is fully aware of but covers it up.

A call for a full, independent investigation into HR needs to be conducted by an outside firm to fully investigate:

The wrongful termination of the employee: Uncovering the true motives and processes behind this decision.

HR’s conduct and decision-making: Determining if there was an abuse of power, manipulation, or targeted discrimination.

Alleged FMLA abuse by employees: Identifying any patterns of misuse and the impact on the organization.

A comprehensive and unbiased review is crucial to expose the truth & hold those accountable for misconduct which points to HR & leadership. The current situation suggests a systemic issue that demands immediate and decisive action by an outside firm, not ethics who clearly screwed up this case which was wrong from the beginning!

Another waste of tax payer dollar money!!

  3. I couldn’t agree more with what JJ commented about HR targeted discrimination. We see a lot of people getting punished to it’s full weight when others didn’t even get reprimanded who did worst things like abusing FMLA.

We need to have to conduct an independent investigation on HR make their decision. They don’t treat employees fairly. They are selective when they reprimand people.

They are so quick to suspend hard workers of the DVA while others who do less and works like they really don’t wanna be working their shift can just do whatever they like because they know that they are protected by their FMLA and management and HR are not doing anything about it.

I wonder how they sleep at night knowing that they manage their workers poorly.

  4. Under the command of Commissioner Welch the department’s HR Director Bethanne Watts in conjunction with Deputy Commissioner Joseph Danao have repeatedly abused their authority to unjustly target specific staff. There should be an independent investigation into their practices to uncover the many inconsistencies and a deep dive into their relationships with co-workers from other state agencies who are involved in the internal investigations process. The executive team at the DVA has turned a blind eye to staff who maintain and perform their personal businesses during their regular state working hours for fear they will exposed. Their actions and inactions have forced staff who brought issues to their attention to leave or be targeted and created a hostile work environment for those who remain.

  5. Exactly where is the investigation by the office of ethics into the misconduct by Watts and Danao for their unethical behavior and misuse of power and authority over certain people because they are threatened by people and want them out and they target them! Isn’t there an employee still there hidden in a back closet who’s making TikTok videos which is well known throughout the agency on state time? Isn’t that a violation? Hey ethics why don’t you follow that breadcrumb trail.

  6. People in charge of that place shouldn’t be allowed to be a door greeter at Walmart.

Wonder why so many valuable workers have left there for other state jobs or ended their careers sooner than expected. Joey fingers, gotta have his name on everything good but hides behind the bad.

  7. Deputy Commissioner Joe Danao wants to come off doing good for the vets. However it’s all about Joe!!! So many projects go uncompleted or miss-managed under Joe Danao. Like the cemetery project, camera, security booth and the boiler project which cost $30,000 a month in rental fees since 2018. But yet Joe keeps his job and points fingers at everyone else for his incompetence.

Joe was in a resent article about state workers working from home. Joe stated in that article he was going to retire, but with the new commissioner coming on and so many projects yet not finished he decided to stay. But when his house sold in record time Joe was forced to move to New Hampshire to his other home. But Joe felt he couldn’t leave with to much still to do at the DVA and to help the vets. Even if it met for him to sleep on the floor which wouldn’t be the first time because he’s a military man. Joe forgot to tell the reporter in that interview that he makes 179,000 dollars a year state paycheck plus a military pension. Which I don’t think Joe is sleeping on a floor anytime soon. But that’s Joe for you!!

He also forgot to mention that he also works from home when he goes on vacation in Hawaii and Japan saving his vacation time. Joe also forgot to mention how he registered his 80,000 plus vehicle in New Hampshire. But yet Joe Danao is quick to point his finger at other
People on how he feels they are unethical!!! Once again that’s Deputy Commissioner Joe Danao for you!!

    Stephen Scatena

    1. Thanks for those factual tidbits on Joe who is a liar and an abuser of the entire system. The guy should be held accountable along with his unethical actions that he is conducting with Watts in HR to target specific people. Sorry, but where is the commissioner in all of this or actually, I believe he is being manipulated by HR and Joe himself. Again waste of taxpayer dollar and how unethical that this guy is collecting a state paycheck of 180K plus a military pension seriously! time for you
      To go Joe!

What should happen to this agency is they should be dismantled and the few vets that actually are there in the hospital should go under DHMAS.

  8. These comments couldn’t paint a more clear picture! The DVA has had major problems since its inception as a state agency. Some former commissioners have been ok, but most of the agency’s problems originate from poor and corrupt leadership. A place full of harassment, bullying, favoritism, and nepotism.

Deputy commissioner Joe Danao would never get away with the stuff he pulls now under former commissioner Saadi. Saadi kept him in his place. It was a stunt to make Danao deputy before he left, and a stunt that’s left the agency in shambles. Union complaints are endless, all related to discrimination, workplace violence, harassment. The HR director, bethann watts doesn’t know what to do and provides confusing and contradictory information to staff. Her and Danao have secret meetings to discuss employees and hiring behind the new commissioner’s back. The new commissioner doesn’t seem to take any charge or interest in investigating situations himself. instead he relies on corrupt, dishonest, narcissistic, and vindictive mean people like his deputy and watts to draw conclusions, which is why a director was fired over an ethics claim the state of ct found not to exist. The new Commissioner spends all his time out at events but no real time dedicated to fixing the flaming circus he was left with. He either doesn’t care or just buries his head in the sand hoping the problems disappear. Saadi was a fool for promoting crooked crook Danao to deputy and Lamont was even more stupid for putting a person with zero state government experience in charge of a failing agency. The new commissioner has a select few minions who do their best to keep the ship afloat and protect anyone from uncovering his incompetencies but it doesn’t take a genius to see they are starting to crack too. The place needs to clean house or just be shut down! A waste of taxpayer money going to an agency that just warehouses veterans even after a report identified that as a problem years and years ago. there’s been no change for the better and there really is no fixing the place with one oblivious commissioner and another commissioner only out for himself. Danao and hr should be asked to leave or forced to go elsewhere because they alone are running the place into the ground and creating a hostile untrusting and dangerous atmosphere for everyone who works there.

  9. Here it is a good one
I go to Joe’s office ask him to talk to Rob about his behavior and hi has the B…s to tell me Rob was a MARINE he is train to kill deputy Commissioner trying to scare me or something is wrong with him , i could not figure that out
    Another one
Water test for the facility coming up from DPH the yearly test
He used to tell the plumber 2 weeks before the test to flush all the hydrant and sinks , just for the record flor people to know the water is no good at DVA , or the water comes treated from town but it seats for long time in inside the tower not circulating and looses the chlorine . Deputy Commissioner cheating the other state department
    One more
Gary Lafontaine retires from the state
And comes back with 120 days and finished and comes back again with 120 days , like the agency needed his really bad , waste of tax payers money for a person doesn’t know how to read and write, guess what Joe Denao was doing all his paper work , guess what Joe Denao and Gary meting together in Florida every time Joe used to go to the other house in Florida, Gary smart enough showing the pictures to us lain on the beach together
Security was so happy to see Gary gone
    He was a certified thief
And again and again Gary comes back
Do you think Joe doesn’t know who he is
At the and Joe somehow convince HR for Gary to come back to suck more money from the state
    One more
Paul Berger got the PF1 does anyone know how?
    Let me tell you
Totally against equal opportunity for the employees he didn’t have the criteria’s to apply for that position
But again Joe Danao has the magic to happen, with Debbie Cronin talking to Joe for Paul Berger to take that position and Joe somehow believes to much Debbie and HR is easy over there she doesn’t do the work obviously and the magic happen again
    Against state DAS regulation
    This is the Bureaucracy

    1. Many more positions filled without even being posted.

More on the water. Go to the physical plant. No water fountains and the water coming out of the sinks has a brown tint, and smells.

Supposedly safe to drink. Joe was asked to drink it, did he??? Nope. The money pit of the administration office has water coolers, what about the guys working in the heat all day keeping the place together with no funding because it goes to cherry wood furniture and needless upgrades for people to sit home and “work” but nothing financially gets addressed.

Oh yeah never saw a water cooler or bottled water. Hello labor board, news outlets?!?!?

  10. Bethanne Watts often speaks about ethics and policy violations, yet her own actions appear to contradict these principles. For instance, she allegedly used her position to secure a job at Hartford Hospital for a family member, even asking me to make calls on her behalf. Former Hartford Hospital employees, including one now at the DVA, can attest to this. This raises serious questions about abuse of power, conflict of interest, and unethical conduct. Furthermore she reportedly leveraged Security for personal gain, promising staffing assistance she never delivered on. Bethanne Watts also seems to selectively use Security for employee investigations, only bringing in outside help for individuals she wants to target!!

  11. Unbelievable by reading the inside investigation report about Stephen Scatena what they did to him totally bullshit , and is true the double standard they apply starting from employers all away to HR and deputy Commissioner Joseph Denao
Paul Berger does a electrical service change to one of the FAO a fiscal lady at administration building and of course charging her , he doesn’t report that person same way he reported Scatena , or Paul Burger does electrical work at Debbie Cronin house and fixes her Harley Davidson and help her around the house for free still no report , or Deangelo fixing shit rock and painting Debbies house probably for peanuts money and pour Deangelo has to do it otherwise Debbie will put him i. Trouble through Joe Denao
She all ways has a not book keeping notes for every single employee and tell Joe Denao
So for people to understand why they did this to Scatena
3 or 4 years ago Debbie got in trouble with code of ethics taking gifts from a veteran who he is a resident of DVA
He was buying Harley shirts , carton of cigarettes and lunches for her ,
She was so pissed off to the security, especially Scatena and Andy Dadio
They did the investigation which they found her against code of ethics
After 2 months out of work she gets back to work
This is the magic By Joe Denao and HR
HR was new that time she should’ve check her file from past employment with DOT
For people to understand better why Scatena gat squashed because Debbie Cronin which is a good friend with Paul Berger , pushed him to report Stephen Scatena to Joe Denao
And Joe Denao somehow he will do it for Debbie
Totally bull sh …. What they did to Stephen

  12. HR at the DVA is the absolute worst. Bethanne Watts actually handed out an 18 month disciplinary action to an employee for having a PERSONAL conversation with another employee. Through an investigation by security they found no wrongdoing and that the conversation was exactly that, PERSONAL. Watts took it upon herself to discipline that employee regardless of the results of the investigation. Oh right, did I mention that the whole conversation was outside of work hours. So now Watts controls what you can say OUTSIDE of work as well as inside. Great job BW

  13. Joseph Denao manages the agency by rumors not fact very sneaky either employees and very good intimidating HR and and employees
    Example and facts
Joe used to call me in his office and tell me Rob Eldredge he is not taking trainings every time is training he calls sick , and if he doesn’t complete all the trainings he will loose the position as a carpenter maybe a downgrade
Me personally i go and talk to Rob
He threatened me right in his shop in a front of Nick Rizza and John , I didn’t say anything to Joe
Again Joe calls me at office talk about Rob he is taking to many Friday ls of as sick and not following safety requirements, talk to Rob again still the same problem with him
At the end I decide to talk to Joe Denao about the issue i have with him
And Joe after hi made me enemy number one with Rob
He threw me under the bus
He had the B…s to tell me Rob is MARINE he is train to kill people
Remember this one Joe i know you do
Another good one how Joe listen to Debbie and he knows what to do if Debbie doesn’t like you
I was told by fiscal we don’t want Debbie Cronin to come to our office to business , we want you ,
I didn’t know what to do at that point
I call Joe let him know the issue
Joe tells me absolutely no Debbie has to go there its a small part of her job by union, totally bullsh..t by Joe
Just at that time Debbie was trying to get another upgrade for a 2 dollars more an hour, and Joe was trying to help her to get the upgrade, anyhow, after i hong up with Joe 40 minutes later I recorded i phone call from Joe he had a meeting with Briana why they didn’t want Debbie there
At the and i was the one going to fiscal office absolutely no Debbie , now my problem started
I took the state truck 5 time ls to pick up lunch , guess what Debbie reported me at Deputy Commissioner Joe Denao and he open an investigation on me , and took pictures of me picking up lunch
At the end i was the biggest criminal of century, Bethanne she is something EAP thats all she is gonna say
At the end Joe Denao listen to Debbie so much
Hey Deputy commissioner just for curiosity go to Debbie Cronin HR file
If you are so concerned about discipline
Thank you for everything Joe Denao
I know you are super smart when it comes to state rules you know very well ,In 2 years something its going to pop up by investigation
I kept notes day time and location
    Im not gonna forget that
    ROB IS TRAN TO KILL

  14. I have known Steve Scatena since 1994 when he was my FTO (field training officer) at Meriden Police Dept. Steve was an is an outstanding person, who was always professional and ethical.
As a a police officer and person he always put the community and people first despite the many political agendas of higher ups around him. He was always looking out for those less fortunate and helped the community a lot. Steve is one of the most ethical people I know and have worked with.

  15. I agree with JL’s sentiments on Steve Scatena and can attest to the fact that he is a hard working professional with a heart of gold who gave an enormous amount of time to this agency to then be hand picked by Danao and Watts to be eliminated.
Reading through the many comments I see all facts that may be confirmed by contacting every employee who left the department in the last two years to discover why they left. You will find a very high number of staff escaping and uncover the truth about the abuses. Then an investigation should be initiated to dipose the many employees still at the DVA who are afraid to speak up for fear they will be next. Also interesting is the fact that Andrew Kaeser, who assisted Watts and Danao in putting Mr. Scatena out is listed as an employee of OPM one of the Governor’s high ranking offices. Did Andy use his connections during any of the many investigations he was involved in? Are his connections the reason Watts decided to become his personal driver? Dig a little deeper and you will find that Watts is not only the lead HR person at the DVA she is also their ETHICS OFFICER. How is any of this even possible? Talk about double standards. Time for some folks to start packing their belongings before the truth is unveiled.

  16. This article reviewed an investigation into former Security Director Stephen Scatena. However, based on these comments, it’s clear an investigation into Deputy Commissioner Joseph Danao is also warranted.

These comments and workplace conversations by current and former employees of the Department of Veterans Affairs continue to raise significant concerns about the leadership of Deputy Commissioner Joseph Danao. This comment section suggests a pattern of challenges, including unfulfilled commitments, a hostile work atmosphere, and financial oversight issues, which have directly impacted morale and the agency’s effectiveness. It is very apparent there’s an underlying reason the comments are centered around Deputy Commissioner Danao.
DVA employees I’ve spoken with describe a challenging work environment, citing high turnover and the appointment of individuals to supervisory roles within the Facility Department who may lack adequate qualifications.
This reportedly led to misconduct and required investigations by HR and Safety & Security.
Employees allegedly express frustration with Deputy Commissioner Danao’s workplace conduct, but nothing appears to ever done.
The DVA is an important State Agency that deserves leadership fostering trust and efficiency. Deputy Commissioner Joseph Danao is described by his colleagues as the antithesis of this. I encourage current and former employees who have worked with Deputy Commissioner Danao to post their experiences here in a respectful and factual manner. During Danao’s tenure at the DVA he has reportedly been involved in enough employee turmoil to fill this article with a hundred comments. It’s about time the alleged mistreatment of employees in the workplace stops.

Connecticut’s Freedom of Information Act (FOIA) provides a powerful tool for citizens to request public records and seek transparency. Anyone interested in using it can access it via [https://portal.ct.gov/FOI].
Maybe this tool needs to be used to show the people of Connecticut what they pay Deputy Commissioner Danao $179,994 a year to actually do.
According to a recent article by Marc Fitch investigating state employees residing outside Connecticut, Deputy Commissioner Joseph Danao, a New Hampshire resident, was quoted as saying, “I’m Military. I’ll sleep on the floor if I have to.” As the second-in-command of the DVA, Danao’s non-residency and this statement raise questions about his ability to fully prioritize the agency’s needs. Effective leadership of a state agency requires a strong commitment to Connecticut’s veterans and taxpayers, and stakeholders may wonder how out-of-state residency impacts his capacity to address the DVA’s challenges. This out of state residency prompts further questions about his compliance with Connecticut state tax obligations, the registration of his vehicles, and other factors influencing his decision to reside out of state.
Despite his attempt to sound like a battle-hardened soldier (which he is not), lets hope that while making $179,994 a year, Deputy Commissioner Joseph Danao is fiscally responsible enough to afford a bed at the local Sheraton and not find himself sleeping on the floor.

FOIA can also be used to make public the reported abundance of workplace misconduct investigations by HR and DVA Security.

I encourage state officials at the DVA and in Hartford to review the concerns reported here and ensure accountability. People are taking time out of their day to express their concerns. Listen to them. Where there’s smoke, there’s fire.

The DVA’s mission is to serve veterans and the public relies on effective leadership to do just that. Do better, DVA.

    1. DSinger – you couldn’t be more spot on and many of the people making comments are either former or current employees who have been pushed out and have been targeted because they were holding HR accountable. Someone needs to send this information to the governors office and Kaiser also needs to be held accountable and fired as well as his little playmate Callie! Better yet why has no one sent all of this information to the office of ethics because you can go right online and file the information and they have an obligation to investigate since ethics is investigating the wrong people who were the targets of HR and Danoa. trust me there’s more that have been targeted for the wrong reasons. Let’s start investigating the corrupt people who are garbage. Time to take the trash out! Why hasn’t this paper the inside investigator done another investigation? Better yet why isn’t this on the local news?

  17. I’ve been at the DVA for some time now. I’m on my 4th commissioner. To the commenter DB, SAADI was the worst ! He was a WOKE BULLY !!! Who do you think brought on Bethanne “The Bully” Watts??? She is a whisper talking, condescending bleeding heart libtard ! The commissioner now is completely nonexistent. He talk just like HR. They think we’re going to lean in to try and hear what they say but the fact of the matter is….WE don’t care ! Since I’ve been there the number of veterans we serve has dropped, in my estimation, 65%!!!!! The veterans walk all over the staff. The commissioner is useless, but the two before him were just as bad. The number of veterans has not climbs in the past three commissioners. The big deal for the DVA, Stand Down, has become an absolute JOKE !!!

    1. Good day, Moornut-togive! (What an intriguing name)
You state you’ve experienced bullying and disorder in the workplace, a very concerning experience. You also refer to someone specific as “The Bully”. Can you provide examples of specific encounters or instances?
You state the number of veterans you now serve has dropped. What caused this decline in participation?
To substantiate this incident, and any others, you can use Connecticut’s Freedom of Information Act (FOIA) to request relevant records, such as investigation reports or related correspondence. The FOI Commission, led by Executive Director Colleen M. Murphy, ensures access to public agency records (visit https://portal.ct.gov/FOI or call 860-566-5682). Obtaining verifiable documentation can strengthen your account, promote transparency, and support accountability at the DVA.

  18. Not all time is Joe Denao the problem
Joe Denao is with out a choice sometimes when he gets the report from the special Investigator Andy Dadio
Andy Dadio can’t control is emotional and that’s bad for the agency he creates problems ,
    Examples with Andy Dadio
Hey Andy remember when you received a anonymous phone call about the un open alcohol nip at the Mason shop , and you guys came like FBI make it look like was bomb ?
You know very well it was your Body chuck who told you
It was your body ,you didn’t want to bring is name up we all know that
Remember that morning around 10 am
Me and Shawn walked inside Naja”s office you flirting and laughing and flopping , as soon as we walked in you jumped at me and ask me Hey Tony what are you doing here , with out saying good morning and my respond to you was the same way what are you doing here , since that day you were after me telling everybody I want Tony out . I have tex messages guys tell me Andy wants you out and you did it
You still had the B..s to tell me and other people you wanna ketch Joe Denao doing something wrong , so you can investigate him base to YouTube qualification that’s ridiculous
At the and my opinion it is the DVAs headquarters fault that from a regular Walmart security person upgrading him to Investigator and more to special Investigator
Can’t blame Joe Denao and HR all the time depending what the YouTube special investigator serves to them
And they have no choice but to the job
DVA next time investigate the person you are upgrading all will back fire

    1. Good day, Elton Cerma!
Your comments highlight concerning experiences at the Department of Veterans Affairs (DVA). As you wrote on July 10, 2025 at 9:08am, “I took the state truck 5 time ls to pick up lunch , guess what Debbie reported me at Deputy Commissioner Joe Denao and he open an investigation on me , and took pictures of me picking up lunch. If you think you have been the victim of wrongdoing, I recommend pursuing this avenue to make your experience public.

      1. Thank you DSingerJ

        I didn’t know about FOI
I have something for Joe Denao its in the paper and i found out later on that what he did by calling CTTECH school the HR not hire me
Because i had progressive discipline with DVA
And they found out why they didn’t care they still hire me
They didn’t care become i moved some dump bell from one building to my shop
Right Joe did you call them after Ezra told i m leaving for another agency
        Totally against the law
        Embarrassing what you did Joe
        And it gets funny
I left the agency i started for CTTECH it was to fare from me and i was either some personal problems
And i call Joe to come back
He was happy to have me back
And guess what after 8 months
        I was the criminal
Joe i think the phone call about me at the other agency not hire me
I have to report you at the FOI
        It’s worth a shot
        Maybe you broke the law
Because that’s what law says you right to say anything about it
But you did it with out asking you
        Again thank you Joe Denao

  19. The CT Department of Veterans Affairs (DVA), a state agency tasked with providing essential services to veterans, is facing serious allegations of internal mismanagement, potential ethical breaches, and what is described as a systemic “cover-up” that warrants immediate external investigation with the dismissal of HR (Watts), Danao, Kesier & probably more to come when the cover up is “uncovered”.

Here are a few CT General State Statutes for the audience to consider against Watts, Danao, Kesier and who ever else is involved in the corruption of this agency for misleading & unlawfully targeting specific employees into early retirement under duress.

Connecticut General Statutes Section 4-61dd: This statute relates to reporting corruption, unethical practices, violations of state laws, mismanagement, waste of funds, abuse of authority, or danger to public safety occurring in any state department or agency or quasi-public agency. It provides a mechanism for whistleblowers to report such matters.

Official Corruption: Connecticut General Statutes § 53a-147 defines bribery as a Class C felony, covering instances where someone offers a benefit to a public servant to influence their official actions.

Sec. 4-274. Definitions. As used in this section and section 4-275:
    (1) “Knowing” and “knowingly” means that a person, with respect to information: (A) Has actual knowledge of the information; (B) acts in deliberate ignorance of the truth or falsity of the information; or (C) acts in reckless disregard of the truth or falsity of the information, without regard to whether the person intends to defraud;

Concerns center on the allocation of taxpayer funds, the effectiveness of veteran care, and an organizational culture that reportedly targets specific individuals, forcing them into unwarranted retirement.

At the heart of these concerns are the “unethical” practices within HR, specifically involving individuals identified as Watts, Danao, Dadio, and Keiser (Labor Relations), may be contributing to a hostile work environment and potentially manipulating information provided to the Office of State Ethics. These actions serve to “distract” from deeper issues and may be used to coerce employees into retirement with fear of being retaliated against.

Despite these escalating concerns, the successive DVA Commissioners, including the current one, have reportedly failed to address these internal problems. This alleged inactions foster a climate where issues are “covered up,” drawing parallels to past controversies at other state facilities, such as Whiting Forensic Hospital.

A central point of contention revolves around HR practices and unlawful retirement of individuals as well as the operational model and patient census at the Levitow Healthcare Center (HCC), a 125-bed skilled nursing facility located on the DVA’s main campus in Rocky Hill.

    Key Facts:
Licensing Transition: The HCC successfully transitioned from a Chronic Disease Hospital to a Skilled Nursing Facility (SNF) in March 2020. This relicensing was intended to attract more patients and generate revenue through Medicaid and Medicare, a goal that has not been met.

Staffing vs. Patient Load: According to the National Association of State Veterans Homes (NASVH), the DVA’s Healthcare Center reports a Full-Time Equivalency (FTE) of 241 staff positions. As noted by “Moornut-togive” indicates that the current patient census at the HCC is significantly low. If the facility is operating @ a 65% decline from its 125-bed capacity, this would imply approx 43 patients are being managed by a workforce of over 200 full-time equivalent employees? Seems like overkill & waste of taxpayers dollars, wouldn’t you say?

Financial Implications: This discrepancy between high staffing levels and a low patient census raises questions about the efficient use of taxpayer dollars. It can be argued that services such as food service and security could be contracted out, with the only vital service that is needed for 43 patients would be direct care provided by nurses and CNAs. This would contribute to an inflated payroll, including substantial overtime costs.

Let us NOT FORGET THIS WONDERFUL INVESTIGATIVE ARTICLE that was done on the DVA in 2024 for OT: https://www.ctinsider.com/news/article/audit-faults-ct-veterans-affairs-pay-inventory-19659185.php

Given the abuse and operational inefficiencies and the potential for a more effective allocation of resources, a radical restructuring would be to close down the DVA’s Rocky Hill campus and integrating its remaining patient services under the Connecticut Department of Mental Health and Addiction Services (DMHAS) for a more efficient operational model of healthcare.

DMHAS Capacity and Services: DMHAS operates several facilities, including Connecticut Valley Hospital, Whiting Forensic Hospital, Connecticut Mental Health Center, and Greater Bridgeport Community Mental Health Center. DMHAS facilities are equipped to provide a wide range of services for individuals with complex medical and behavioral health needs, which aligns more closely with the needs of many DVA patients.

The current situation at the Connecticut Department of Veterans Affairs demands immediate and impartial investigation by an external entity, such as the State Police, (Maybe we can get the federal DOGE team out here – I’m sure Elon would love to take on the DVA), or FBI to ensure transparency, accountability, and the proper stewardship of resources intended for Connecticut’s veterans and taxpayers of CT.

The current internal mechanisms, including Labor Relations and the Office of State Ethics, are perceived to be potentially biased because of misinformation given to them by HR (Watts), underscoring the need for independent oversight. Maybe we need the State Police to do an investigation into the DVA such as the case below was done.

And let us NOT FORGET HOW HR ABUSED THEIR POWER @ DESPP just recently and this employee went out on admin leave getting paid her full salary and then got to collect her full pension all the while she was a fraud. Again – lets keep misuing tax payer dollars & allow fraudulent state employees to “ABUSE & MANIPULATE” their state positions for their own purpose. The recent lawsuit was filed alleging a “sham process” in the hiring of a Chief Financial Officer (CFO) for the Connecticut Department of Emergency Services and Public Protection (DESPP) in 2022. The lawsuit claims that a candidate, Janet Andrews, was not hired despite being exceptionally qualified, while the job went to Aimee Plourde, who was allegedly unqualified. (Sounds like DVA internal processes). The lawsuit further alleges that Marybeth Bonsignore, a State of Connecticut Department of Administrative Services (DAS) employee and friend of Plourde, provided Plourde with the interview questions in advance. This incident led to an internal investigation by the state police in 2023, which resulted in charges against Bonsignore for “fraud or collusion” and charges against Plourde who resigned in June 2024.

HERE YOU GO FOLKS – THE WHISTLEBLOWER COMPLAINT LINK is an INDEPENDENT OUTSIDE SOURCE: https://wp.cga.ct.gov/apa/take-action/whistleblower-complaints/

    Whistleblower Complaints
Section 4-61dd of the Connecticut General Statutes is known as the Whistleblower Act. Any person may file a whistleblower complaint with the Auditors of Public Accounts (APA) on any matter involving corruption, unethical practices, violations of state laws or regulations, mismanagement, gross waste of funds, abuse of authority, or danger to public safety occurring in any state department, agency, quasi-public agency, or large state contractor holding contract of more than five million dollars.

It is important that the complainant provide specific information, which enables the APA to properly review the complaint. The complainant should submit sufficient evidence, such as identifying particular witnesses, documents, and other sources of information that our office can examine to substantiate the allegation.

The APA accepts complaints that are submitted anonymously; however, if the complainant is unavailable to answer questions or confirm the alleged facts, our office may be unable to proceed with an investigation.

What the Auditors of Public Accounts (APA) Investigates:
Allegations of corruption, unethical practices, violation of state or federal law or regulation, mismanagement, gross waste of public funds, abuse of authority or danger to the public safety.

    APA Will Not Investigate:
Allegations involving the federal government, units of local government, or nongovernment entities that do not have a contract or grant with a state agency.

The APA does not automatically review every complaint. Each complaint is carefully evaluated to determine whether it merits further investigation or whether it should be rejected.

  20. I’ve known Steve Scatena since his days on The Meriden Police Department. Steve was always a professional, ethical, compassionate Officer. He always went above and beyond to help the community or anyone in need. Knowing Steve, he would never “intimidate” or “retaliate” against someone for his personal gain. That’s not in his character. I wish Steve a retirement as successful as his careers. The State of Ct has lost a valuable asset with Steve as he will be hard to replace.

  21. As far as I am aware, the DVA does not provide a home and services to just 43 veterans. Not quite factual. It is more in the 200 range, total, between the residential side and the HCC/skilled nursing facility. Let’s not make it sound as though only a few vets live there and employee numbers are far more than needed. It is a 24/7 agency, needing & including nursing, food services, maintenance, veteran support staff & even security…..all necessary 24/7 to support the veteran community on site. Employee numbers are actually quite lean in many areas other than the administrative building, which may have even decreased these recent years. Names are being dropped like it’s going out of style, so let’s not forget Dr. Safety, acting like an assistant to Andy Dadio the Lone Ranger. Offers very little actual “safety” support and recommendations. He is more of a hurdle in getting repairs done. Comes at anyone in his path like we all did him wrong or have some sort of problem with him. He takes the cake when you think of the saying, “I’m not here to make friends.”
Some of this comment section has gone a bit wild, gotten a bit off topic and bitter storytelling-rudeness has taken over as it becomes more of an outlet for blowing off steam, but in the end, this is the only State of CT DVA. In CT, the other 2 are federal and operate as full hospitals, not as a home with 24/7 care. A veteran HOME that can be short or long term, and for many of them, which has become all they know and have. Also, the HCC has federal income for all beds occupied and I would not look at the DVA as a huge taxpayer burden. There are much larger black holes in the state agency list for that $$ wasting accusation.
Targeting employees…….Sometimes it is necessary to watch someone a little closer if issues are occurring and a case is present to push out a person or even director. Other instances it is certainly NOT ok to keep screwing with an actually quite outstanding individual over and over, trying to upset enough to act out or get themselves caught in a bad situation, or leave. That is not HR’s doing, or Joe D., etc, but rather another area…..These “special” safety/security type positions are a bit much and not being used correctly. We all see it. There is no more happily working together. It’s become a battle from within, slowly dropping employees…… like a merry-go-round on speed! Hang on tight or you may be thrown off next. For what it’s worth in this case………
    Happy early retirement!!!!!!

    1. Like your comment
Isn’t about steam or rudeness is about exposing some of them employees the pretend to be angels with real and facts stories ,
I understand pushing the employee out
Why now the administration had the option long time ago , with the 5th 6th …20th complain retaliation about Steve ? Joe didn’t care about it
When the person at the maintenance department got involved behind the scene here is the magic
I know very well why !
      Have a nice day !

  22. That is really awesome he was so great for the Meriden PD. It’s too bad he had become the king of retaliation and intimidation for the DVA. Does power go to one’s head, does it start to self-please to have your own dept file grievances against you…losing them over and over!? We can go on. This has become one big show, like it was surely anticipated. Happy trails!!

  23. Does anyone know what Commissioner Linda Schwartz did with the money Al Rizzo raised/donated for the pool that was scheduled to be built on the property?

  24. It’s extremely sad to see clearly disgruntled ex employees slander the staff from the DVA for doing their job. These employees were not targeted but finally held accountable for their actions. Anyone that is familiar with being a State employee knows the extremely lengthy process of discipline and everyone has due process. No one is just terminated right away. These people posting their injustice at the DVA is appalling because as an employee of the DVA we know what they did was wrong and laugh at them trying to say otherwise. To slander the names of everyone online shows their character and what is wrong with the world today , some people feel they can do whatever they want. If there was something done wrong ,you would have hired an employment lawyer or filed complaints with CHRO, EEO, ETHICS. So many avenues then going online speaking a horrific one sided opinion of why you were terminated. You terminated yourself from breaking policy. It’s disgusting to blame others for your actions. I feel the leadership at the DVA is doing a wonderful job holding the employees accountable. If you dont like working there it’s simple LEAVE!! If something is done to you follow the proper avenues. The DVA does amazing things for our Veterans and I am proud to work there and so happy to see HR holding staff accountable. You should all be ashamed of yourself our whole mission at the DVA is Serving those who have Served. Not trying to destroy the very agency giving our Vets the help them need. Those that are commenting about staff should all be held accountable for Slander. It’s absolutely disgusting what your doing!!

    1. I know who you are
You can laugh more this Monday morning , i have more to expose you
Stephen Scatena had 20-30 complaints at Joe’s desk from union grievance to Retaliation and threatening the employees
Why didn’t he pull the trigger with 3rd complain or 15th complain , he wasn’t listening
You got involved convincing Paul to report Steve and the rest you knew very well the end of it
I have more for you in the next comment
      YOU GOT FiRED AT DVA
HR at that time was new in the position she didn’t know to check your file from DOT , and beside that she is afraid of Joe

  25. Nicely explained Jerry. Great insight and opinions! Love the names too, and warmest retirement wishes to what started this whole thread!

  26. Yikes…..Thanks for the warning on the DVA. I am currently in the middle of the hiring process for a position there and if there is any truth to any of this, maybe I should consider declining any offer that I may receive. It sounds as though the administration makes up rules as they go, and has a ring of negative politics that may be too much to bear. The pay is not where today’s economy needs it to be either……but possibly this director’s vacant position would have compensation slightly more worth the hassle. Much appreciated to have some perspective anyway! I enjoyed the read through, discussions and stories!

  27. In any professional environment, a certain degree of interpersonal conflict is to be expected as part of human interactions. It is also common for preferences to develop among colleagues, leading to perceptions of favoritism. However, the consistent patterns described in employee comments regarding the reported conduct of Deputy Commissioner Joseph Danao and Human Resources Manager Bethanne Watts suggest deeper systemic issues at the DVA. Given the volume and consistency of these accounts, it appears there may be underlying challenges warranting further examination, particularly in light of a recent ethics investigation highlighting governance problems at the agency.
Recommended Topics for Freedom of Information Act (FOIA) Requests
To promote transparency, individuals can submit FOIA requests for public records related to the following reported concerns. These can be filed through Connecticut’s FOIA portal at https://portal.ct.gov/FOI or by contacting the FOI Commission at 860-566-5682. Requests should be specific (e.g., citing dates, documents, or individuals) to facilitate responses and substantiate claims with verifiable evidence.
    • Records pertaining to any conflicts or disputes between Deputy Commissioner Danao and the Department of Construction Services (DCS) regarding repeated project issues, such as plan changes, communication breakdowns, financial disputes, or cancellations. These ongoing issues are reportedly substantiated by DVA Facilities Staff and DCS project managers.
    • Documentation on polychlorinated biphenyls (PCBs) issues from transformers in DVA buildings, including any reports of leaks, maintenance records, or actions taken (or not taken) to address potential health and environmental risks. Potential DEEP notification warranted.
    • Correspondence or directives from Deputy Commissioner Danao to DVA plumber John Ruskys regarding purging water lines through fire hydrants prior to scheduled water testing, along with any related documentation, witness statements, or testing results that could verify these practices. Staff report water from sinks is often brown, tainted by rust.
    • Correspondence or directives from Deputy Commissioner Danao regarding workplace safety and oversight.
    • Reports or complaints submitted to HR about potential misuse or abuse of the Family and Medical Leave Act (FMLA) at the DVA, including how such concerns from managers and staff were handled or resolved.
    • Personnel records for individuals appointed by Deputy Commissioner Danao who were subsequently terminated or faced disciplinary action, such as Ezra Cabrera, Elton Cerma, custodians, maintenance workers, and stationary engineers.
    • Records related to the placement of Anthony DeCaro, former Building Supervisor, into the position of Supervising Stationary Engineer by Deputy Commissioner Danao; this should include qualification assessments, any adjustments to his reported experience (e.g., with steam boilers), and details on his subsequent removal from the role and reassignment to a mechanic position, which may illustrate broader patterns of appointing individuals to roles for which they are not fully qualified. Plant Facilities staff report raising concerns regarding DeCaro’s qualifications, but were ignored. Who else was aware of DeCaro’s alleged qualifications?
    • Documentation regarding the creation of the “Durational Project Manager” position by Deputy Commissioner Danao and the hiring of his previous assistant, Shirin Kahn, into this role. Is Shirin actually qualified for this position compared to others interviewed for it? How is she fairing in this role? Staff question Shirin’s qualification and her ability to fulfill this position’s needs.
    • Financial records from the previous Fiscal Department manager, including any instances of mismanagement that may have resulted in the loss of grant money; this could also include reports from the current fiscal manager uncovering or addressing these prior issues, as well as details on the former manager’s transition to another state agency.
    • Any internal audits, complaints, or investigations into allegations of FMLA abuse at the DVA and HR’s response to them, to assess whether reported concerns were adequately investigated or dismissed.
    • Investigative reports detailing staff concerns or complaints of any nature. Any reports detailing staff disputes and the DVA’s handling of these reports. Focus on patterns of staff conduct and DVA’s response.
    • Based on accounts from DVA employees, there have been repeated observations of tradesmen engaging in work practices that appear to deviate from established Occupational Safety and Health Administration (OSHA) standards and protocols. If confirmed, these practices could present hazards to workers, facility occupants, and others, potentially tying into larger operational matters at the agency. One employee repeatedly mentioned within these comments is QCW (Carpentry) Tradesman Robert Eldredge. Also noted is Deputy Commissioner Joseph Danao’s alleged repeated statements of Tradesman Eldredge’s status as a trained dangerous Marine, which appear inappropriate.

These FOIA topics focus on factual records that could help clarify the reported patterns found in this comment section and support constructive dialogue.
Current and former staff with other recommended topics that can be supported through documentation are encouraged to note them here.

  28. Dropping names like they’re hot!!
How low can you go!!!!!……Get on the floor…show me what you’re working with!! That must be sommmmmme notepad-keeping we have going on here!!!! Highly entertaining and informative! Whipping those red flags around, calling out some outrageous events seen going down! Hey….if you have 60 yrs living with a head on your shoulders, you have 60 yrs of experience with heads. You can now apply for a brain surgeon position. When I worked at the DVA, early exit pushing was not common practice. Now there are numerous individuals and even 2 directors who get official DVA-signed, mandatory-retirement bumper stickers.
Keep the printer warm!! We have quite the pileup.

  29. OSHA is not a laughing matter. Safety cannot be done half way. It is my job to look as though I want to help, when deep down in my heart, just want to destroy all good will. I must be taken seriously and will stop at nothing until the agency bends over for me. With Scatena out of the way, the carpet is rolled out and ready for my late arrival…..after I punch in from home and at my leisure, drive in to collect my prize. You all cannot comprehend what safety is if it hit you in the face like a tumbling wooded step ladder and a left on red. Always watching.

  30. Here is a good one. Anyone sick to stomach that persons feel to consider this acceptable. Have you no dignity inside, thinking that to do this is best idea to handle troubles and problems in the workplace. If Joe Denial wants to live in Florida and New Hampshire and commute, without a CT address, then that is his choice. Not yours. If HR has the desire to hire garbage and promote questionable incompetency from within, that is also their choice. You not HR. Maybe you didn’t have brains or detective skills that they had for determine good fit or termination. Maybe they feel a dept is good as joke. They will make the final say. You can even work up to being part of administration if you want. It may take effort to get all of your head that far up your own ass but is obviously possible to. If employee has needs to abuse leave time do to their on personal circumstance, hangnail, Monday morning no good, trouble with other worker you put in that is nothing but problem and rat, or has a reason at a worker’s compensation vacation, it’s choice of staff member. In a world full of opportunities, idiotic behaviors no limits. Does not care how long you work for them. Mean nothing. Take word of a new hire. Great work.

    1. How is it underneath the cherry wood desk of Denao’s office ? Did you right your name for memories,
Or you didn’t find any space !!!!

  31. Yesssssss!!! That is how to get safety certificate. Very nice desk lots of space under it. Must be why DVA has no money. All to office furniture. Dr Safety is big importance and FMLA stiff neck!

  32. New details seem to be emerging that could only be made by current DVA employees. Perhaps “ Proud DVA Employee” would like to retract their statement implying only
“ those who have done wrong” are writing comments and seeking a resolution. Could this Proud Employee be a member of the executive team or concerned their truth may be unveiled?

  33. Slander, shmander, salamander. Seeing is believing. If at some time you have seen it with your own eyes going on…..what is cared about or made to look as such, and what’s not, an assumption is made whether right or wrong. Any truth to a Mr Ezra Cabrera still working at DVA, possibly hidden behind some closed doors or in a TikTok closet somewhere? I would enjoy a video from him too, how he went out showing true DVA passion. Serving up some office cleaning. Others working toward something more, to be kicked in the teeth. New requirements at the time of interviews. Barely making application into the pile. Rules made up as it goes.

  34. As the Real Mario Agosto has made a response to impostors after the initial comment as “Mario”……. I too am quite offended someone has had the audacity to also impersonate myself, the True Foofy McNuttybutter III. We come from a long line of McNuttybutters and Foofy is a cherished family name, passed down through a long proud heritage. Well before Willy even knew what a Wonka was. In any case, sounds as though the open director of security position is up for grabs. Let’s not besmirch the Foofy McNuttybutters name. Let the hiring race continue!!! Maybe I too can get into this wonderfully exciting agency. To all those Foofy McNuttybutters out there…..
    Hooorahhh!!!!

  35. During his reign, Mr. Scatena has set records at the DVA. His specialized team which he carefully assembled has decreased organized crime by an impressive 0.087%. Examples and reported violations including but not limited to: motorized scooter parking infractions, providing secret agent support service for heinous activity such as gum-chewing in public places where strictly prohibited, uncovered dark ring of west side wheelchair drag racing, and jointly with the assistance of the in-house international special investigation forces has almost cracked cases using superior detective work for reports of the bacon bandit striking several times a month. Currently the case is still a DVA unsolved mystery with fugitive at large and we also have credible witnesses filing reports of excessive sliced meat and cheese cubes being used on side salads. All still under investigation, but put on the back burner due to reports of walkers missing tennis ball gliders and heavy canine-unit activity in conference rooms where dogs were not authorized. Related?…..only highly skilled special investigators will uncover the real truth. It has been said that the DVA is the only agency that has a special investigative branch within, and with the cases piling up, rumor had it more special investigators were needed to help take an even bigger bite out of crime. At that time, we may need a super senior special investigator heading the investigations unit. Time will tell if there will be some promotional movement of the current agent, or if Dr. Safety will swoop in like a picture-taking ninja in the night and restore peace and tranquility to the neighborhood, or also be booted. Grab your handy compass and set sails for a new horizon.

  36. Wow, General. I love that. Improvements being made each and every day. We can see the impacts on people’s lives taking place. Nicely put. You are a genuine human being!
